We do this all the time with Parallels, VMWare, Virtual Box and frequently we 
use MacMinis as Windows OS-only systems because of their dynamite form factor.  
For the VM's We make a bootable ISO for media and then boot off of that.  I 
have had trouble getting them to boot from USB sticks.

The trickiest thing about it that I have run into is making sure you either 
tell the VM to emulate a NIC that has inbox drivers or all the VM's NIC to your 
boot drivers on the the OSD iso (and the Windows 7 WIM)
