did you try 1. regedit 2. Navigate to HKEY_LOCAL_MACHINE\SYSTEM\Setup 3. Delete value for CmdLine 4. Change value to zero for OOBEInProgress, RestartSetup, SetupPhase, and SetupType. 5. Restart computer
