We have unchecked that box on the step to force it download the wim first locally then apply. Still the same result. Redistributing the wim file to the dps now...

It is also set to run from the network, is this intended? This setting is on the Options tab of the Apply OS step in your TS. Can you verify the image is properly distributed to the DPs? You may want to check any network settings at the time it fails as well. A few posts online also point to a boot image NIC driver not being the correct one. Might as well double check that for this model.
