MKDir is not an executable (*.exe), it's a native command found within the cmd.exe interpreter, so if you call it from outside the command console you must prefix cmd.exe.
Cmd.exe /c md c:\temp As for the C:\ path, that depends on When and Where you execute the command. If you execute within the State Restore phase in your task sequence, then yes, that will be OK, you can generally assume that c:\ exists, and that it's the OS disk. (However, there are some weird scenarios where SCCM allows you to shoot yourself in the foot by changing the drive letter to something other than C:. See: OSDPreserveDriveLetter <yuck>).
