I can confirm that Toughbook + OSD always = nightmares. I had a ton of issues with the CF-C2 models. We bought SSDs ourselves and they would never image. Panasonic told us they only support SSDs if they are purchased with the laptops, from them. So needless to say, we returned them and went a different route.
However, I did find this great resource for drivers, which solved a lot of our initial problems, but again, only worked with the HDDs that Panasonic shipped with the laptops. check this site out for more: http://supportishere.com/new-panasonic-toughbook-imaging-bundles-available-for-download-now/ There are a few more blogs out there that have walkthroughs on deploying these application based drivers.
