MigDocs.xml does that as part of its heuristics.  Any "extra" folders at the 
root of C: are automatically picked up.

One of them definitely does it. Niehaus has posted about it before. It gets any 
folder on the root of C that wasn't put there by Windows.

I don't believe any of the .xml files is set by default to "migrate folders 
that are at the root of C:\".

Most likely the MigUser.xml file that's seeing files matching the configured 
extensions in those folders.

What's in the folders being migrated?
