I am trying to build this as an mdt application

So far Im thinking running something like this


·         DISM /Online /Add-Package 
/PackagePath:"%~dp0lp_57ba398b9875a01656ae6bd9fee53b4717f7612e.cab" /norestart

·         dism /Online /Remove-Package 
/PackageName:Microsoft-Windows-Client-LanguagePack-Package~31bf3856ad364e35~amd64~en-US~6.3.9600.16384

·         reboot

Basically French in, English out …voila :D

yes, just set the appropriate options like I do in this task sequence, 
basically just set the following
InputLocale
SystemLocale
UserLocale

or hack it via the registry

HKEY_USERS\.DEFAULT\Keyboard Layout\Preload Double click on 1 and change the 
number to your local layout
