Windows 7 is not supported on Surface Pro devices…
Even if you get past the uEFI CSM boot issues, you will run up against driver issues, etc... >From my January Post: My recommendation is to get your internal process Windows 8.1 ready, at least for Tablet Devices. I know many companies that have two or more standard OS'es for just this very reason. If your imaging deployment process is well automated, spinning up a new OS SKU should be easier. Additionally, I wouldn't allow my IT department to support any configuration that isn't supported by the OEM(s), and such configurations should never be "certified".
