Windows 7 is not supported on Surface Pro devices…

 

Even if you get past the uEFI CSM boot issues, you will run up against driver 
issues, etc...

My recommendation is to get your internal process Windows 8.1 ready, at least 
for Tablet Devices. I know many companies that have two or more standard OS'es 
for just this very reason. If your imaging deployment process is well 
automated, spinning up a new OS SKU should be easier.
 
Additionally, I wouldn't allow my IT department to support any configuration 
that isn't supported by the OEM(s), and such configurations should never be 
"certified".
