Correct, that is the one that I found that describes the issue, and how to run a script that will list the apps in this state, where you can manually go 1 by 1 and remove them. This doesn't work will in an automated B&C.

Looking through some of the logs, it looks like it is the issue of the built in apps that are installed for a user, but not provisioned for all users. I found a script that removes these apps, however every time I add an app to the list, and re-run the B&C, it finds a new app that it fails on. One resolution I have seen online was to build this on a network that does not have Internet connectivity, however that does not work for my current client, with the time frame that we are dealing with.
