it copies it from the ADK default location so if creating an x64 MDT boot
image when ADK is installed on D:

D:\Program Files (x86)\Windows Kits\10\Assessment and Deployment
Kit\Windows Preinstallation Environment\amd64\en-us\winpe.wim'.

try renaming that file prior to creating it and you'll see it fails.
