I'm going directly out to Microsoft for the Windows Update, and it appears to 
be pulling down the full 900+MB package the second time through.

Maybe I'll need to rethink how I'm going to construct this.  Perhaps I'll 
create a "gold" image using a build and capture that has all of this already 
taken care of as opposed to doing it at build-time.

This was answered by Micheal Niehaus on the patch management mailing list



If you are using express updates, it will only download the updated .NET 3.5 
components, so the "reinstall" is more like "pick up the missing pieces" - it 
should be fairly small.

Ah hah! We are indeed installing 3.5 afterwards, so that's more than likely it.



Highly annoying that we have to install a CU to correct the local WSUS/MDT 
issue and then it installs again because of .NET

I'm working on a simple build task sequence in MDT 2013 U2.  I've imported 
KB3206632 (the December Windows 10 Cumulative Update) into the console.

I've also enabled the Windows Update tasks in the sequence and I'm running it 
multiple times.

The first time I run it is the default "Windows Update (Pre-Application 
Installation)" action and it finds 3 items to install:

So far, so good.  I then use an "Install Roles and Features" action to enable 
the DotNET 3.5 feature.  I then install the Visual C++ runtimes and follow it 
up with another running of the Windows Update task.

This second running then downloads and reinstalls the Windows 10 Cumulative 
Update:

Why does WU install the Cumulative Update a second time just because I enabled 
the DotNET feature?
