So to get this straight, the recommended way is to add the Export-StartLayout 
command in the MDT Lite Touch State Capture phase to a specified capture 
location (Network or local), then try to restore that same user custom start 
menu in the State Restore phase?

Capturing the start menu in windows 10 has to be done via xml that you can 
export from your reference PC.  Be aware it will only work with windows 10 
enterprise.  If you are not on enterprise the start menu gets reset when a 
feature upgrade is done as well.

I guess because USMT capture and restored the Windows 7 Start Menu so would 
expect that same in Windows 10. Is this the recommended way to restore a 
Windows 10 Start Menu?

havn't even tried, but seeing as you can export it with Powershell, and then 
import it, why bother ?
