So to get this straight, the recommended way is to add the Export-StartLayout command in the MDT Lite Touch State Capture phase to a specified capture location (Network or local), then try to restore that same user custom start menu in the State Restore phase?

Be aware it will only work with windows 10 enterprise. If you are not on enterprise the start menu gets reset when a feature upgrade is done as well.
