When booting from a USB-Network Dongle, the system (in this case the XPS 13) must have the drivers for each adapter embedded in the firmware/BIOS. Typically, most OEM manufacturers will only code in a small set of adapters. The fact that it does not show up in the boot menu? Yea, that’s expected if a supported device is not found. Therefore updating your firmware is of course the first step. Then I would try the official USB-C Network adapter, then the docking station.
Contact Dell to get the official list of supported PXE devices. Additionally, recall that you may need to update your WinPE image to support the rest of the process.
