I have noticed some quirks in playing video also in mplayer but only occassionaly. Playing video takes reasonably low cpu, I saw higher cpu usage only sometimes (peaks).
Restricted driver manager does not display option to install proprietary driver, because it thinks it is not needed, so I would probably have to install it manually according to https://help.ubuntu.com/community/BinaryDriverHowto/ATI But I think it would not work.
