In the Ubuntu project bugs are often added on LP and then are set to status 'Wishlist'.
I have no idea if it's possible to separate them. IMHO it should never be required to manually edit config files. It could be done as easily as having a checkbox in preferences that says something like 'Exclude scrambled channels'. The scrambled channels aren't possible to watch so they should be excluded from the channels.conf (or if anyone ever would have a reason to still have them there, mark them red and place all of them in the bottom of the channel list perhaps).
