Its my belief that different vendors implement timestamping differently but that, at least for Arista's low latency switches (7150 series) there is no latency impact, that timestamps are captured on ingress and written on egress. Note that the hires timestamps roll about every 6 seconds and you need a keyframe to convert the timestamp to UTC
