PmDefaults does this. You might check if PmDefaults can find the device
when you plug it in, and if so, you can read the source to see exactly
what it's doing and how that differs from your code.

this doesn't seem to work.
I have a portmidi based app and an USB MIDI synth.
Very often I forget to power on the synth before launching the app.
And so, I have to quit the app and start it again after powering the
synth.
Still hoping to find a way to manage that in a sotfer way !
