Dear All,
Hari pertama pelaksanaan BAQ disambut demonstrasi besar2 besaran oleh koalisi
masyarakat Jogja menolak utang yang dimotori oleh Walhi Jogja. Koalisi tersebut
menilai ajang BAQ tak lebih hanya sebagai ajang kampanye dari negara2 atau
lembaga donor untuk menjebak indonesia dalam sebuah jebakan utang yang
berkepanjangan. Sinyalemen bahwa ajang BAQ sebagai ajang untuk membuat utang
baru semakin nampak dari pidato menteri lingkungan hidup Rahmat witolar dalam
pembukaan acara tersebut.
Hari kedua ini rencananya kawan2 NGOs yang ada di dalam BAQ juga akan
menyuarakan keprihatinannya terhadap agenda utang dari lembaga2 donor
internasional (pernyataan sikap NGOs tersebut seperti terlihat di bawah ini).
Sementara di Jakarta, hari ini (14/12) Walhi Jakarta dan Koalisi Anti Utang
(KAU) melakukan aksi penolakan BAQ dan agenda utang yang mengatasnamakan
lingkungan di kantor Bapenas.

Civil Society Organization for Better Air Quality Calling:
Kick! The Spirit Getting Loan
Jogyakarta, December 14, 2006. As the Civil Society Organization for Better
Air Quality concerned that national government must responsible for increasing
of urban emission. We are looking that strong commitment from our government
through environmental leadership is the key solution of problems. We must open
mind from the old paradigm that the figure out of air pollution is
expensiveness way.
Through this conferences, we looked that political will and leadership could
be dealing with emission reduction. Sense of response and urgency from our
leader can be taking our people to do real something. Otherwise, public note
that efforts have remained a lip service.
We challenge our government to take real action combating of air pollution
disaster. We agreed that public poverty reduction and meet public welfare is
our ultimate goal. On disadvantage of government solution approach is spirit
getting loan as well as Environmental Minister addressed in opening ceremony
(13 December 2006, Wednesday). We need changes our that is paradigm !
Civil society organization for Better Air Quality calling the government :
1. We dont want to see another loan is lopsided in favour of public
right to get health and clean air (Clean Air issue not for sale!).
2. All level Government should constantly engage our civil society to
ensure that the air quality management agreed upon in national agenda.
3. We appeal to all participants to ensure that there is willingness to
solve problem without taking issue as freakeconomic interest.
4. The delegates should commit themselves to accord urban air pollution
issues a higher priority status at national level.
Regarding with Mr. Sutiyoso nominated as one of clean air champion, we
totally refused AQM Champion Award for Governor of Jakarta, the main reasons
are;
· Recruitment candidate for AQM Champion not transparent,
accountable, participative and not clear criteria.
· He has weak of commitment about mass transportation in Jakarta City
with hes agenda to build 6 (six) road toll inside the Jakarta. The agenda
cause potential added the vehicle; reduce the open green place, and pedestrian
and the other social impact.
· He didnt implementing the busway program for the better of air
quality and sustainable transportation. The fact the system of busway not good
implementing, for example feeder system for busway not implement and busway
project not manage with good governance. For exemple case corruption in that
project finding by KPK (Commission of Against Corruption). The corruption cause
that project to make high cost economy .
· Busway project developed without Environmental Impact Assessment
(AMDAL).
· The period of Sutiyoso has been degradation of green area. For
instance in 2000-2004 average 90-100 ha/year open green space in Jakarta was
decreased.
· To eliminate of non- motorized transportation.
· Several project in Jakarta have lack of AMDAL procedure
· Mandate of by law on Jakarta Air Pollution Management (Perda
2/2005) not implemented by Governor. For example Sutiyoso not yet endorse to
many governors regulation which mandate of Perda 2/2005.

Jum'at (9/12) Walhi Jakarta resmi menyatakan mundur dari kepesertaan pertemuan
internasional Batter Air Quality (BAQ) di Jogja yang disupport oleh lembaga
donor internasional salah satunya Asian Development Bank (ADB). Sehari
sebelumnya Direktur Walhi Jakarta Selamet Daryoni pada saat Press Confrence ttg
RTH di Jakarta (8/12) bahwa Walhi Jakarta bahwa Walhi Jakarta akan memboikot
pertemuan internasional BAQ di Jogja jika pertemuan BAQ dijadikan ADB untuk
menkampanyekan dan memasarkan utang luar negeri kepada Indonesia dengan
mengatasnamakan lingkungan atau program pengendalian polusi udara.
