IPS signs new partnership with AMARC

Inter Press Service (IPS) has signed a new partnership agreement with AMARC,
the World Association of Community Radio Broadcasters. IPS and AMARC share
common values related to freedom of expression, media diversity and
communication for development. The global agreement foresees strengthened
co-operation in terms of expertise, content and distribution.

AMARC is an international NGO serving the community radio movement, with
almost 3,000 members and associates in 106 countries. Mario Lubetkin, IPS
Director General and Marcelo Solervicens, AMARC Secretary General signed the
partnership on the occasion of the AMARC Europe Conference in Bucharest,
Romania.

IPS and AMARC are already working together on different local initiatives.
AMARC-Pulsar works with IPS Latin America to produce audio material in
indigenous languages (Quechua, Kaqchiquel, Aymara and K'iche') as part of
the Voices of the Earth: Indigenous People and Rural Poverty initiative. At
the World Social Forum in Belem in January 2009 IPS and AMARC will share
print, web and audio reporting with their respective networks and audiences.

experience.

Implementation


Experiential learning can be a highly effective educational method. It 
engages the learner at a more personal level by addressing the needs and 
wants of the individual. Experiential learning requires qualities such as 
self-initiative and self-evaluation. For experiential learning to be truly 
effective, it should employ the whole learning wheel, from goal setting, 
to experimenting and observing, to reviewing, and finally action planning. 
This complete process allows one to learn new skills, new attitudes or 
even entirely new ways of thinking.

Remember the games we use to play when we were kids? Simple games, such as 
hopscotch, can teach many valuable academic and social skills, like team 
management, communication, and leadership. The reason why games are 
popular as experiential learning techniques is because of the "fun factor" 
- learning through fun helps the learner to retain the lessons for a 
longer period.

Most educators understand the important role experience plays in the 
learning process. A fun learning environment, with plenty of laughter and 
respect for the learner's abilities, also fosters an effective 
experiential learning environment. It is vital that the individual is 
encouraged to directly involve themselves in the experience, in order that 
they gain a better understanding of the new knowledge and retain the 
information for a longer time. As stated by the ancient Chinese 
philosopher, Confucius, "[t]ell me and I will forget, show me and I may 
remember, involve me and I will understand."

SPRINGFIELD, Ill.  An inquiry here into the impeachment of Gov. Rod R. 
Blagojevich met resistance on Tuesday, with federal prosecutors indicating 
that it might interfere with the criminal case against him and a lawyer 
for Mr. Blagojevich requesting that the proceedings not move forward 
without the lawyer in attendance.

Members of the newly appointed House impeachment committee met for less 
than two hours before adjourning until Wednesday so the lawyer, Ed Genson, 
could arrive from Chicago and an agreement with prosecutors could be 
considered about how to proceed.

Were prepared, were here, said Representative Barbara Flynn Currie, a 
Chicago Democrat who is the chairwoman of the committee. Well be ready to 
have at it all the way through, but whether as a matter of practical 
logistics  whether we can  depends very much on when we hear from the 
United States attorney.

Patrick J. Fitzgerald, the United States attorney who a week ago charged 
Mr. Blagojevich with conspiracy to commit wire and mail fraud and bribery, 
has expressed reservations about the prospect that lawmakers may hear 
testimony from witnesses in the criminal case before a jury does, Ms. 
Currie said.

Dec. 17 (Bloomberg) -- U.S. Securities and Exchange Commission Chairman 
Christopher Cox said the agency failed to act for almost a decade on 
credible and specific allegations of wrongdoing by Bernard Madoff, who 
authorities say bilked investors of as much as $50 billion.

Allegations dating back until at least 1999 were repeatedly brought to the 
attention of SEC staff, but were never recommended to the commission for 
action, Cox, 56, said in a statement yesterday. He announced an internal 
probe to review the deeply troubling revelations.

Hes revolted by what he found out, but its also in his interest to be 
revolted, said James Cox, a securities law professor at Duke University in 
Durham, North Carolina who isnt related to the SEC chairman. Hes taken a 
lot of heat over SEC enforcement.

The SEC, already faulted in connection with the collapse of Bears Stearns 
Cos. and Lehman Brothers Holdings Inc., now faces criticism for failing to 
detect what Madoff termed a giant Ponzi scheme. Senate Banking Committee 
Chairman Christopher Dodd yesterday called on the agency to explain how 
the massive fraud went undetected. Madoff, 70, was arrested Dec. 11 after 
he allegedly told his sons that his eponymous firm, founded in 1960, was 
no more than a giant Ponzi scheme, the SEC said.

Instead of wielding subpoena power to obtain information, SEC staff relied 
upon information voluntarily produced by Mr. Madoff and his firm, Cox 
said.

The Indian government has introduced new anti-terror bills in parliament 
following last month's Mumbai attacks.

One of them proposes setting up a National Investigation Agency with 
sweeping powers of investigation.

The second would strengthen existing anti-terror laws to allow suspects to 
be detained without bail for up to six months on the orders of a judge.

The main opposition BJP says it will support the bills although it says 
the provisions should have been stronger.

Phone taps

India's government has been under intense pressure following the Mumbai 
(Bombay) attacks to reform the country's intelligence and security 
systems.

The new bills introduced in parliament are seen as a first step in its 
response.

The National Investigation Agency would have wide-ranging powers to 
investigate terror cases across the country.

However, demands that the security forces be allowed to tap phone and 
internet lines without court orders have been rejected.

TUESDAY, Dec. 16 (HealthDay News) -- Adding to the long list of cancers 
caused by smoking, Italian researchers report that the risk of getting 
colorectal cancer is higher in smokers, as is the risk of dying from that 
disease.

Smoking increases the risk of developing colorectal cancer by about 18 
percent and the risk of dying from the malignancy by about 25 percent, 
according to the study, which was published in the Dec. 17 issue of the 
Journal of the American Medical Association.

"Smoking is significantly associated with colorectal cancer incidence and 
mortality," said the study's lead author, Edoardo Botteri, a 
biostatistician in the division of epidemiology and biostatistics at the 
European Institute of Oncology in Milan, Italy.

"People should be aware that smoking increases the risk of cancer not only 
in organs where there is direct contact with tobacco-related carcinogens, 
such as lung, oropharynx, larynx and upper digestive tract, but also in 
organs where exposure to tobacco degradation products is indirect, such as 
the pancreas, kidney, bladder, cervix, colon and rectum," explained 
Botteri.

Tobacco is responsible for about 100 million deaths during the past 
century and more than 5 million deaths a year, according to background 
information in the study.

ACCESS TO OLC OPINIONS STILL IN CONTENTION


Legal opinions issued by the Justice Department Office of Legal Counsel that
interpret the law for the executive branch on questions of surveillance,
detention and other disputed national security policies are among the Bush
Administration records that are most urgently sought by members of Congress
and others, and are often among the records that are most tightly withheld.

More than four years after it was first requested by Congress, the Justice
Department last week finally delivered a copy of a 2001 opinion issued by
the Office of Legal Counsel (OLC) on the "Legality of the Use of Military
Commissions to Try Terrorists" to the Senate Judiciary Committee.

Senator Patrick Leahy, chairman of the Committee, said the Justice
Department had also promised to provide his Committee with six other OLC
opinions related to terrorism, detention and interrogation policy, but then
declined to do so, instead offering an opportunity for Committee staff to
review the documents at the Justice Department.  He criticized the
Department for "going back on its word."

Senator Leahy had originally requested the 2001 OLC memorandum in a June 15,
2004 letter to then-White House counsel Alberto Gonzales.

The newly disclosed memorandum, which was always unclassified, is believed
to have been "part of the deliberative process of the Executive Branch in
connection with the establishment of military commissions," according to
John P. Elwood of the OLC.  He noted, in response to a question from Sen.
Russ Feingold, that "The conclusions of the memorandum have been affected by
subsequent case law, most particularly the Supreme Court's decision in
Hamdan v. Rumsfeld, 548 U.S. 557 (2006)."

Attorney General Michael Mukasey said on December 3 that certain OLC
opinions may be withheld from the Obama transition team until the new
Administration takes office on January 20, either because the documents are
privileged or because of their high classification level, the Washington
Post reported on December 4.

"The Bush administration talks about working together, but they care more
about continuing their secretive practices," Senator Leahy said.  "Just as
there is no justification for denying the incoming administration legal
opinions that were the basis for Executive Branch policy, there is no
justification for denying them to the Senate Judiciary Committee."

"We will be working hard to have the Justice Department leadership team in
place as soon as possible so we can begin to peel back the layers of secrecy
that has defined this administration," he said.
