DISH Carriage Dispute Heats Up in Quad Cities Sky Report Another retransmission consent skirmish has entangled DISH Network, this time in the Quad Cities market of Rock Island/Moline/East Moline, Ill., and Davenport, Iowa.
WHBF, the local CBS affiliate, told viewers Wednesday that it's negotiating a new carriage agreement with DISH.
