You can use the api to include wiki content in your software. You should however make sure that you follow the wiki's license when reusing content. However if you have plans to use full scale mirror, you might want to contact the Wikimedia admins. Also note that in case you don't need dynamic content, you can also download static dumps from <http://download.wikimedia.org/backup-index.html>.
