Did you download from SVN or from the main download source (http://download.wikimedia.org/mediawiki/1.12/mediawiki-1.12.0.tar.gz ). I just redownloaded to my local machine, extracted the files and no ApiEdit.php.
I ask because I'm using MW in an enterprise capacity, and installing from pre-release, even though I know it's good to go, is a hard sell. Thank for the response.
