It seems blfilterredir is applied before blredirect, so naturally blredirect won't have any effect. Your expectation that the API should be less stupid in this case seems justified to me: it should ignore blfilterredirect=nonredirects in blredirect mode, but only in the first step. Other values of blredirect should not be ignored and should be applied to both steps.
