Sending e-mail to other users, regardless of whether it's done through
the user interface or the API, is subject to
$wgRateLimits['emailuser'] . Unfortunately, MediaWiki doesn't ship
with sane defaults for these rate limits (they're set to unlimited),
but Wikipedia has these limits set.
