is there any minimum number of votes for fixing a bug?

I think nobody looks at votes ever.

I am wondering which is - if there is - an average time for having a normal bug
fixed, and see if I may help.

The time is inversely proportional to the number of people who care and are
willing to code or review a fix :)

How would if possible to help without installing mediawiki software?
(I am a bit skilled in python, not other languages)

We have a generic guide:
https://www.mediawiki.org/wiki/How_to_become_a_MediaWiki_hacker – feel free to
ask on IRC (#wikimedia-dev on Freenode) if something's unclear.
