Access to deleted revisions requires particular user rights
('deletedhistory' for the equivalent of the history page and 'deletedtext'
to see the wikitext), in large part because such revisions are often
deleted for legal or privacy reasons.

To get this access on the English Wikipedia, you would have to become an
administrator, checkuser, or oversighter, or you would have to work out
whether https://meta.wikimedia.org/wiki/Research:Committee is still active
and willing to grant the "Researcher" group.
