create the decomservers cron job only if realm is production.
otherwise, ensure it is absent.
this should not be in labs at all and is not needed there,
but if instances use puppetmaster::self they also get this script
which is a server-side script for puppet masters.
in template decom_servers.sh.erb this becomes "undefined":
<%= scope.lookupvar('puppetmaster::config::gitdir') %>
breaking the cron command and causing a lot of cron spam
