[4.4] Remove link to per-bug-queries.html.tmpl This has been removed for Bugzilla 4.4 in upstream in http://bzr.mozilla.org/bugzilla/4.4/revision/8219 Once we upgrade to Bugzilla 4.4 we would have runtime errors. It's pretty safe to remove for 4.2 already as I cannot imagine that anybody has tried to enable and use the horrible "Tags" UI (see https://bugzilla.wikimedia.org/show_bug.cgi?id=56183 ).
