Pointing resource base path to http://testing.tools.wmflabs.org. http://testing.tools.wmflabs.org is the Incubator project's mini "bits" cluster, which serves the small little stuff required by MediaWiki and its functioning. An alias of the directory was also added for the domain directly into the httpd.conf file and was deployed. This change will use this new directory.
