Allow a full text search button on Commons whenever possible
* The "Go" search is not usually appropriate on Commons, where few
results are found in the galleries: forcing it causes confusion.
* Set $wgVectorUseSimpleSearch to false to show a "Search" button
whenever allowed by the skin. The the users/site can decide if
or how to use it.
