Do not always prepend $wgCategoryCollation to $wgCategoryCollations
If $wgCategoryCollations is set, then sysadmins should be aware of
this new configuration setting. It's likely $wgCategoryCollation
is just left as the default value and sysadmins don't seem to
prefer that default value ('uppercase' currently).
