$wgUseGzip had no effect
Since MediaWiki 1.24 a constructor is defined in HTMLFileCache,
so the constructor of the parent class, FileCacheBase, is no more
called, and $wgUseGzip is no more used. This fix explicitely calls
the parent constructor.
Backported since it's a simple fix
