admin: add arlolra,cscott,gwicke to parsoid-test-admins
Add arlolra, cscott and gwicke to the new group parsoid-test-admins,
which lets them control parsoid services on the parsoid test host(s),
currently ruthenium.
The request also asked for tstarling and ssastry to be added, but it
seemed redundant since they already have root on it via global root or
the parsoid-test-roots group.
