[mathoid] switch to nodejs 4.3.x
Mathoid requires NodeJS 4.x now. The migration was blocked on shipping a
JRE in Nodepool instance since mathoid depends on java.
Pass all fine now so move the job from experimental to
test/gate-and-submit.
Drop the npm job (that is NodeJS 0.10.x on Trusty).
