gerrit: mw/tools IRC notifs to #wikimedia-dev
We have several git repositories under 'mediawiki/tools' which have
their Gerrit IRC notifications sent to #mediawiki. To help reduce the
spam in that channel, the notifications are now sent to #wikimedia-dev.
I have added a test to reflect the new behavior:
$ (cd files/gerrit/hooks/ && python hookhelper_test.py );
/path/to/puppet/files/gerrit/hooks
