Experimental jobs for Tilerator and Kartotherian
Similar to other services, the source repo will be tested with the
generic job. The 'deploy' repo need a custom job that checkout
submodules.
Create:
kartotherian-deploy-npm-node-4-jessie
tilerator-deploy-npm-node-4-jessie
Add jobs to the 'experimental' pipeline since they are currently
failling. The test suite references a non existing /config.yaml
