Follow-up d66771523c2: unbreak ext.echo.emailicons module
When generating extension.json, I missed the fact that
this module has a dynamic localBasePath (set to $wgExtensionDirectory),
and this turned into "localBasePath": null.
Instead, register this module dynamically.
