add Matthias Mullie to researchers group
This change will add user mlitn to the researchers group, so they can
access stat1003 and the credentials for the research db.
Please note that this access request is the lowest level of approvals,
since Matthias is staff and already has shell access to a number of
systems. This still has a 3 business day waiting period.
If no objections are noted on the phabricator task, this can be merged
live by operations on 2017-02-15.
