Add delay compress to upstart's logrotate
We currently see a lot of spam to root@ due to .log.1
files already present while rotating. This makes logrotate
upset because it expects to find .log.1.gz with the
'compress', so it stops rotating and report back
the issue. This might be due to copytruncate, but
I would like to try to add 'delaycompress' to see
if next logrotate runs will auto-correct the issue
by themselves (finding .log.1 and zipping it).
