Add thirdparty/ci component to jessie and stretch The addition of this component to jessie-wikimedia and stretch-wikimedia will allow the CI infrastructure to avoid having to maintain their own apt repo and use apt.wikimedia.org without compromising the stability of production machines. That component is meant to only be used in CI hosts and nowhere else. It is thirdparty cause we plan to import packages as is, i.e. we don't get to build them.
