Apex theme: Show icons in MenuToolGroups
In contrast to WikimediaUI theme, icons in MenuToolGroups were hidden by
this rule has been around for at least three years. There's no reason
not to show icons there when they are applied.
MenuToolGroups are not actively used in VE,
they are at least part of the demos though.
