Point geoiplookup-lb for ulsfo to bits-lb in ulsfo
In the other datacenters geoiplookup points to bits, but in ulsfo
it does not and the IP is not bound anywhere else, causing timeouts
for users of ulsfo. This change points geoiplookup to bits.
