Netbeans is my love. It is free. It will look through all the files in
your project and provide code insight for you. It supports PHPdoc as well

I have to start digging into the code and need an IDE that makes it easy
to navigate, ala Eclipse, such as function call hierarchies, etc.. Free is
preferable.
