Can't be sure, but two other versions of the file had 600 as well, the .save version and the .dpkg* too.
Root's umask is 0077 on my machine, so the default permissions to a created file are are 600 - would that be correct? I guess then that permissions for files need to explicitly set where needed or umask should be explicitly set at the get go. Why xmms2 reads this file is another matter and remains a mystery - to me at least.
