When faced with a similar situation I contacted Meditech and they did this for me at no cost.
We did not have a scripting tool at the time so were unable to do this ourselves.

To help ensure patient safety our facility wants to prevent any orders
from being entered via OE until allergies have been filled out on the
administrative data screen.
I have written a rule to prevent OE from occurring, but really do not
relish going thru each OE procedure individually to attach this rule.
Is there a way to do this globally? Or another way to approach this?
