This rule is entered on Page 4 of the rule dictionary, under the option of NPR
 
Then, to make this rule active, its mnemonic is placed in "Order Rule".  To get here go to OE, then dictionaries, then Enter/Edit, then Procedure.  Enter the particular order's mnemonic of the procedure you want to attach this to.
 
Then on page one of this routine, near the top, you'll see "Order Rule".
