I try to get our MIS staff to use the same number because then nothing additional has to be done. Otherwise the new client number has to be added to the universe, and the proper location dictionary and if it is a patient oriented area, the lab LIS Client dictionary has to be updated so the problem labels will come out on the correct label printer.
