I agree, there is no way to audit access unless you set up each user.
The challenge with these types is that they are not employees so you may
not be notified when they leave.  I keep a spread sheet that includes an
expected termination date and follow up with the department when
appropriate.  I am not sure how you would deal with agency staff that
does not have an expected last date like students and consultants.
