I have seen similar issues when multiple users attempt to use a VPN through an off the shelf router. It appears to be caused by rudimentary handling of NAT (network address translation) for UDP traffic. We were able to mitigate the problem by configuring the VPN client to connect via a TCP port instead of UDP. I am not familiar with Interbit or NETACCESS, but it sounds like a VPN product to me.
