PFS controls all the B/AR dictionaries, (plus two with additional 
responsibilities, one defined individual has access to Provider Dictionary in 
MIS for PIN updates, and another {the HIPAA coordinator} maintains the MIS 
Insurance dictionary).  We also have internal scripting tools to update our LSS 
MIS & PBR Insurances.
 
A few years ago IT was adding new B/AR procedure codes, but this has since 
changed.  
 
We occasionally become involved if an install requires new locations, for the 
Account Type dictionary, but only with written approval.  We've recently 
implemented a Financial Change Management policy which defines when we (IT) 
require formal authorization for changes, and the only person who can authorize 
these is the PFS Director..  (Obviously, the Account Type dictionary meets this 
criteria.)
 
We also have all audit trails turned on in MIS for all B/AR and ABS dictionary 
edits, only wish we could require something besides a .or user initials  !  
This is a standard Meditech pop-up free text, and we can't add attributes to it.
 
I believe we have also added the MIS Dictionary Audit report routine to the PFS 
Director's menu, so it can be ran at will.

We are curious how other hospitals coordinate dictionary responsibility for BAR 
between IT and Patient Financial Services.  Currently, IT controls the BAR 
dictionaries but we believe the department could be responsible for some of the 
dictionaries such as Remittance, Canned Text, Dunning Messages, etc.  Does your 
Patient Financial Service department assume responsibility for some dictionary 
functions or all?  What dictionaries do they control?  Any input would be 
greatly appreciated.
